Overview

Required skills and experience: 1. Education: Bachelor's Degree or higher in Accounting, Finance, Business Administration, Public Administration. 2. Experience: Three years or more of professional accounting, auditing, or finance experience. Also, experience with: a. Working knowledge of generally accepted accounting principles (GAAP). b. Analyzing & Interpreting Data – Drawing meaning and conclusions from quantitative and/or qualitative data c. Knowledge of Fiscal Laws, Rules, and Regulations (Uniform Guidance, California Code of Regulations, Title 5, California School Accounting Manual and CDE Audit Guide) d. Cost principles (knowledge of reasonable, allowable, allocable expenses) e. Administrative versus Programmatic Cost and Limitations f. Budget monitoring, budget to actual comparison g. Non-Federal Match h. Fiscal Reporting Requirements What you need to know: 1. This is a full-time hybrid opportunity with competitive compensation and benefits. 2. Looking for the following technical skills: a Advanced knowledge of Excel/Access. b. Proficiency in the use of a personal computer (PC) or MAC in a networked environment to use the Internet and other electronic communications mechanisms such as email, conferencing, bulletin boards, etc. c. Excellent knowledge of productivity applications such as Microsoft Office (word processing, spreadsheets, database, and presentation software) and other technology to support efficient and effective office operation is required. d. Virtual panel interview Additional job details: 1. The Fiscal Monitor, under the general supervision of the Director of Internal Audit, ensures compliance with CAL WORKs Stages 1, 2 & 3, California Alternative Payment Program (CAPP), and other CDE contracts. 2. Responsibilities include monitoring fiscal operations to ensure compliance with Federal and State laws, rules, regulations, and terms and conditions of all awards: revenue, expenses, reimbursement, various operating budgets. 3. The Fiscal Monitor will work in partnership with the CCRC Finance team and Subsidy division to maintain compliance and ensure optimal use of funds allotted to accomplish program goals, ensure continuity of care, and provide high-quality, comprehensive services to enrolled children and families.

Qualifications

Required
  • Bachelor's degree or higher
  • 3+ years of experience in ANY of the following:
    • professional accounting
    • auditing
    • GAAP
    • Analyzing and interpreting data - Drawing meaning and conclusions from quantitative/qual data
    • Cost principles (knowledge of reasonable, allowable, allocable expenses)
    • Administrative versus Programmatic Cost and Limitations
    • Budget monitoring, budget to actual comparison
