Description You could play a key role supporting the Welcome Baby Program! General Summary: The Welcome Baby Program is a partnership with Valley Presbyterian Hospital. In this program, the Clinical Manager will be responsible for day-to-day oversight of Welcome Baby staff. They will supervise team Supervisors, Registered Nurses, and ensure the team members are properly trained and receive individual and group reflective supervision. They will also provide overall accountability for the program. As a key member of the Family Well-Being Division, the Welcome Baby Program Manager is responsible for staff oversight and contract compliance. The Welcome Baby Program Manager demonstrates a high level of integrity in assuming responsibility and accountability for actions and supervisory purview; and maintains program coverage during established program days/hours. Maintains and participates in after-hours on-call duties as needed/by contract. Essential Duties And Responsibilities Within a team environment, this position will perform the following responsibilities: ●Implement the Welcome Baby contract and program to full compliance with contractual requirements, performance measures/standards and applicable professional legal and ethical standards. Ensures the quality of the program by overseeing services provided through periodic shadowing of home visits and conducting regular chart reviews. Maintain a consistent system of confidentiality for records, information of program families, and other confidential data. Adherence to confidentiality, including HIPAA and PHI, in accordance with Agency policy and legal requirements. Adherence with technological security in accordance with Agency policy and legal requirements. (20%) ●Tracks client enrollment and forecasts upcoming visits in order to assign cases and monitor visits for each Parent Coach and Welcome Baby Nurse in a fair, equitable and timely manner. Provide consultation to all program staff on high-risk clinical issues such as mental illness, developmental delays, child abuse and family violence to ensure that the needed support and follow-up is provided. Collaborate with other departments/divisions to bring mental health and other services to children and families within the Welcome Baby Program that are identified with a need. (20%) ●Attend and participate in all contract-required and appropriate community meetings as required/assigned. Attend internal/external meetings as directed and needed for program. (20%) ●Work closely with the Program Director at Valley Presbyterian Hospital to implement documentation and training procedure policies and protocols. Assist with and provides ongoing staff development related to the issues and needs of clients such as maternal and infant health, breastfeeding, parenting, attachment, home safety, family planning and child development. Support and train staff on identifying client strengths, needs, barriers and risks and identifies community resources for families in need. Mentor and assist with ongoing training of employees to ensure that they are modeling empathy and providing holistic and strength-based services. (20%) ● Ensuring staff receive required hours of weekly individual reflective supervision (4 per month) and required hours of monthly group reflective supervision (4 per month), which includes the staff at Valley Presbyterian Hospital. (15%) ● Oversight of program budget in compliance with agency and funder regulations. Complete/generate reports as needed, internally and externally. (5%) Non-Essential Duties And Responsibilities These duties include tasks that are required and comprise less than 5% of daily functions for this job: - Complete Welcome Baby training required for Clinical Supervisor within one year of hire. - Conduct ongoing team building activities to enhance employee relations and teamwork. - Establish and lead process for chart review to maintain quality and audit readiness. - Explores and identify new referrals and resources for clients. - Keep up to date with child development, trauma informed care, mental health consultation and mental health literature, research, and trends in the business and politics of early care, education. - Maintain confidentiality in accordance with agency policy, compliance requirements, and legal requirements. - Maintain California professional licensure. - Remain current on literature/trends regarding assessment and treatment standards for infants, children, families, and trauma-informed care. - Other duties as assigned. Job Specifications Minimum Required Education: Licensed Clinical Social Worker, Licensed Developmental Psychologist, or Licensed Marriage & Family Therapist. Experience: o At least two years of experience providing reflective supervision. o At least two years of experience in maternal and child home visitation. o At least two years administrative experience as a supervisor. Professional/Technical Certifications: Certified lactation educator (CLE) or certified lactation counselor (CLC) at a minimum; or certification must be completed within six months of hire; alternately staff may be certified lactation consultant (CLC) or international board certified lactation consultant (IBCLC/RLC). Technical Requirements: o Computer skills; including web browsing, e-mail, data entry, and word processing. Proficiency in Windows-based programs including Microsoft Outlook, Word, and Excel. Work Schedule: Full time, typically M-F, ability to at times work a non-traditional work schedule including early mornings, late evenings and weekends. Work environment: Mixture of working in an office work environment and working directly with the community. Background & Health Clearance Requirements: Bridge & FWB Criminal Records (e.g. Livescan Fingerprinting), Child Abuse Index Check, Sexual Offender Registry, Health and Tuberculosis (TB) test clearances required. Preferred All minimum requirements above met, plus: Education: o Master’s or Doctorate degree in Psychology, Social Work, Marriage & Family Therapy, or equivalent. Experience: o 3 years of applicable experience, preferably to include direct experience working with children birth-to-five and their families. o Expertise in trauma-informed and culturally-informed care. o Knowledge of diagnosis/treatment planning; knowledge of DSM-V and ICD-10. o Knowledge of family systems, psychoeducation and group modalities. Good analytical skills within scope of license. o Knowledge of clinical treatment modalities for Birth-5 and school-age populations. o Knowledge of evidence-based practices (PCIT, TF-CBT, Incredible Years, MAP, etc.) o Experience working with DCFS, DMH or other government contracts/programs. o Knowledge of IDEA and related legislation pertaining to special needs. o Knowledge of budget monitoring and projection Professional/Technical Certifications: Currently licensed in the state of CA Board of Psychology or Board of Behavioral Sciences for a minimum of 2 years, and able to clinically supervise registered associates and/or interns required. Bilingual preferred. Ability to converse, write and/or translate in English and Spanish.
